June 2026 Administrative Appointments

Charles County Public Schools (CCPS) today announces a new principal appointment and assistant principal appointment. Both appointments take effect July 1.

Jennifer Pangborn, chief academic officer at Tapestry Charter School in Buffalo, N.Y., has been appointed as principal at Billingsley Elementary School. She will replace current longtime Billingsley Principal Sabrina Robinson-Taylor, who announced she will retire at the end of the current school year.

Pangborn was initially appointed to an assistant principal role within CCPS for the coming school year. She brings to CCPS several years of administrative leadership experience, having served as the chief academic officer at Tapestry Charter School for five years, and as principal of the school, which serves students in kindergarten through Grade 5, for five years. Prior to her career in educational administration, Pangborn taught at several schools in New York, and also spent some time teaching with Frederick County Public Schools in Maryland.

Robinson-Taylor will retire from CCPS on June 30. During her CCPS career, she served as a principal at Billingsley, Walter J. Mitchell, Arthur Middleton and T.C. Martin elementary schools and spent several years as an assistant principal.

Andrew Lardell, an assistant principal with District of Columbia Public Schools, has been appointed as assistant principal at J.P. Ryon Elementary School. Lardell is currently an assistant principal at Maury Elementary School. Prior to joining DCPS, he taught at the elementary school level with Anne Arundel County and Montgomery County public schools.
